Yes, spelled that way it is pronounced as Noelle, but without the trema is it still pronounced that way for girls?

Is this pronounced the same as Noelle, even though it's spelled the same as the male Noel (rhymes with bowl)? In French, to give it the Noelle sound, there should be a trema over the E.
