No, English people don't pronounce er as a an ah. They say er just like Anericans do, but a little less emphasized. I could say Americans pronounce Skylar like Skeye-lerrrrrr. You might be saying an English person as in a Londoner, which then I would agree with you.

The first thing that comes up when you search Skyla is that new IUD that they've been advertising on T.V. I've always thought this name sounded incomplete. Go with Skyler/Skylar/Schuyler instead.
