Quay is my first name (not Thomas, which is a pseudonym). I'm American and the men in my family always pronounced it "kway." which I know is incorrect. Oh well. Outside of my family I've never met another Quay in the U.S.

In America, it's pronounced both ways because key, kay, and cay can all be pronounced the same and are most of the time interchangable. The same goes with quay.

Agreed, this is definitely pronounc 'key' in the UK, I can't speak for the rest of the world mind but I'm really not a fan of the 'Kay' pronunciation.
