As someone who is Slavic... Nope. In English, I admit that "Annie" sounds quite good as a diminutive of Ann, but this, no. I accept it as pet name, but it can't stand alone.

I'd use this as a cool nickname for Anne, Anna or Anouk. It's lovely but, having studied Russian, it doesn't feel substantial enough for a full name to me.
