Jolie is as pretty as its literal meaning; nowadays it is also seen as a surname, via Angelina, though it was originally her middle name.
Although it is French, Jolie is rarely if ever used as a name in France. In the US, it appeared briefly on the Top 1000 list in the seventies, then returned in 1000, following Ms. Jolie's 1999 Oscar win for Girl, Interrupted.
The name Joely, as in actresses Richardson and Fisher, which sounds similar, is unrelated. A nice association is the iconic Picasso painting, Ma Jolie.
