A boy though I'm not a huge fan of it either way. Still I had a little boy named this (I'm a preschool teacher) and he was one of my favorites!

I've heard of more girl Dakotas, but I feel it sounds a little more boyish to me. I think its one of those unisex names that work for either gender.

I have met boy and girl Dakotas. It sounds masculine to me personally, but then there is Dakota Fanning and state names (Carolina, Virginia) are usually girl names, so truly it can go either way.

I've met 2 boys and 1 girl named Dakota. I think it can definitely go either way.

I know more boy Dakotas than girl Dakotas. That said, I hate it as a name.
