All names work great, you can't go wrong! Personally I prefer George with Henry but like I said you can't go wrong.

I adore George and Henry as a sibset!
Jack would be my second vote.

I really like Henry and Theo, or Henry and Jack! They fit your criteria of classic, lively, and short.

You're right, everyone has different perspectives and Theodore is used a ton where I'm at, so it doesn't feel "fresh". I do like Edward/Edwin as a vessel for teddy or Winnie. Teo (pronounced tay-o) was super cute on the neighbor boy.

Jack, my issue with this is feels less formal than your other two front runners and Henry. I much prefer John in this case.

George ticks off your boxes. George and Henry are very royal sounding. Out of the three definitely gets my vote

    Others (sorry for repeats)
    Arthur
    Reuben
Richard (I think Ritchie is pretty darn cute)
William (it is very high on the charts and I know several people who have used it in the last year, but it doesn't feel overused to me)
    Francis.
