I'm also in the camp of call her Beatrice, Beatriz, or Béatrice and tell people how it's pronounced. My personal vote is Béatrice.

It doesn't matter if legally her name is recorded as Beatrice, if she writes it Béatrice and you write it Béatrice and you intended it to be Béatrice, then her name is Béatrice. The fact that the government leaves off the accent doesn't have any significance. They also don't recognize hyphens, but that doesn't mean the name doesn't have a hyphen or accent. It just means it's not in their paperwork. They also write down Maryalice instead of Mary-Alice, but that doesn't change Mary-Alice's name any more than it changes Béatrice's.
