It's an intriguing choice. To me, Victor has always been lacking, and Victoria (while a much more striking name) is, unfortunately, quite tediously common now, and has been for several generations. Victorien, on the other hand, appears to be a fresher and more exciting alternative to the two. The one problem I have with it though, is the spelling.

'Victorian' is an established word, as most people know. So removing the 'a' and replacing it with an 'e', while not particularly damaging or inappropriate, is likely to cause unnecessary spelling issues. I understand that the 'e' sort of establishes Victorien as being more name-like, but if you're going to use the title of a long-gone era, it would probably be best to use the standard Victorian spelling.

Still, I wouldn't judge if I saw a few little Victoriens. In fact, I'd be quite happy. Because while boy names are slowly but surely making progress, the pool of boy names still tends to be quite limited and near stagnant when compared to the tremendous variation that's found on the girl side of the spectrum, so I'd definitely like to see a bit more diversity. And Victorian, being an interesting, elegant and genuinely innovative choice, would definitely fit the bill.
