I think this is due to the fact that this is the French spelling of the name Penelope where it would in fact be pronounced like that. (Or so I do believe). I myself cannot wrap myself around the English sounding of Penelope, as I grew up with the Danish. But then again. It depends on where people are from how they pronounce names.

This is not a bad spelling. There's only an extra n. I don't like Penelope to start with, though, it sounds plain to me and is so common in my area. One extra letter doesn't normally throw me off. Now if it were Pennellohpii, that'd be a different story.
