I like Charlotte Esme a lot. Esme Charlotte even, it'd fit you, and you could go by Cat. Esme would work with your last name idea.
Also, maybe it's time to say goodbye to your nickname of Kat/Cat? You know, time to get a new one, and start fresh and anew!
In the second picture you look just like this girl at my daycare, Taylor. What about Talia, Tara? Cecilia would fit too, but I'm not a fan of the meaning. And I'm big on meanings. :P
Umm, this is tough, because I think C names really fit you.

I'm pretty sure I've already said this to you, but you should go with how you feel
I don't think looks matter so much. Plus, I don't think I look anything like how I'd picture a Lucy to look (and especially not a Lucia) but people always tell me how perfect my name is for me and how much it suits me. Once you get a name you feel totally comfortable with, it'll suit you. I never really thought about whether or not I looked like a Lucy, just because I *knew* it was my name. If Esmé gives you the feeling of confidence that it's your name, then don't fight it.
Honestly, when I looked at the picture of you & your brother, "Charlotte" was the first name to come to mind, but looking at your mom and then back at you, Gemma popped out at me.Lucia

I understand why you want to change your name, but I would suggest looking at your numerology based on your name. It's part of what creates your personality. You can change your name, but the name on your birth certificate will always be you. This website is great for checking out your numerology. http://www.paulsadowski.com/Numbers.asp
