I think it could definitely work... but I'm a little biased! My surname is Cooper, and within one group of friends that is what I am called almost exclusively, so I don't have much problem seeing it in the FN spot for a girl.
Name-obsessed future veterinarian who currently only has babies of the feline variety (Sedona, Loki, Oliver, and Penelope). Enjoys doting upon her much younger cousins: Alexandra Michal, Jordan Liam, Evan Jacob, Rachel Mikayla, Aurora Estelle, and the newest addition Charlotte Ann (4/8/13).

That's what Cooper on either gender sounds like to me. And in the UK, we don't really pronounce Rs on the end of words, so when I say Koopa and Cooper they are literally indistinguishable.

That said, most surnames are fair game for either gender, so go for it if you like it. I second the idea of a feminine middle name. Some ideas:
    Cooper Vivienne
    Cooper Isabelle
    Cooper Sabine
    Cooper Faye
    Cooper Felicity
    Cooper Liliane
Delilah CelesteAveline Ruth Winter FaySilas Alaric Fabian Seth Lucian Ezra

I actually used to love the name Cooper for a girl in high school and my little Baby simulator from health class Cooper Jean and called her CJ I still think its super adorable and could see a little girl and a grown woman wearing it very very well.
Mommy to Pilot David Patrick (5), Dexter Audio (3) and Happy Cordelia (new!)

My son's name is Cooper and i love his name so much. My daughter is saige. I love love love it on a girl as well. My husband and I are expecting our third. Not sure the sex but want to name her Miller if its a girl. Also, there is a famous female psychologist named Cooper Lawrence. She is a grown woman and extremely smart. She pulls off the name quite well in my opinion!!
    go for it!

I'm not a fan of very many -er ending names for either gender in general, just because they are so occupation-related. My thought for either sex would be, "You named your kid barrel-maker? Oooookay...."

I personally wouldn't use it for a girl. Sawyer on a girl works for me, but I can't see Cooper.
