Personally, I am not a big fan of "Riley" as a given name. Maybe it's just to trendy for my tastes, it seems to me like it will pitter out in about 10 years. I can however, see it as a nickname, so that the child has the option of using their longer name if they feel that they have 'outgrown' Riley.
Another name that I love, but I have the same problem with is "Keely". I adore it as a nickname, but just can't see it as a full given name. I just don't know what I'd use it as a nickname for, "Keeliana", perhaps?
Honestly, I actually do think that 'Riley' and 'Keely' pair well together for your twins (I prefer Keely to Kailey).
Other ideas:
I really liked your "Amarisa" suggestion. I thought it was adorable; different and quirky, yet cute. I could see 'Abigail' and 'Amarise/a' working together as they are both of hebrew origins. If only you could get 'Riley' as a nn out of 'Abigail', then you could have 'Riley' and 'Reese'. I could see 'Aila' as a nn for 'Abigail', so maybe 'Aila' and 'Resa'.
"Mirai" - I saw this name for the first time this week and I absolutely love it. I believe it is Japanese. It is borne by one of the US olympic team figure skaters. I have no idea what it means, but you could definitely use 'Riley' as a nn for it.
Good Luck with this! I know that you have been exploring many different options and hopefully you'll come to something soon that they'll absolutely love and it'll fit just right.

I'm trying to think of names that remotely sound like Kailey.
I agree Kailey is one of those names that no one will know how to spell because it has so many variations. Kayley, Kaley, Kaly, Kaylee etc etc
It's hard to change someone's mind once they're set on a name though - it could be much worse - she could be naming them Nikki and Vikki (not that they're bad names) just the rhyming thing I don't like.

Poor uni, when you have so many beautiful names at your fingertips that you could suggest and they are thinking of Riley and Kailey?
Emergency we need an impressive set of names to woo them away from those names. (Don't tell them I said that).
