I’m not really a short fn sort of person. Somehow three letters always feels a little incomplete to me. If you were going for a longer name with Leo or Eli as a nn I’d pick Leo. Leon Atlas (this would be my very top pick), Leonidas James, Leonard Hale, Leopold Anderson....
As a three letter fn I think I’d probably choose Eli. Eli James, Eli Cruze, Eli River.MAJOR CONSTRUCTION ZONE

Two great names! My vote would be for Leo - I always wanted a son named Leo, but when I met my future husband, he already had a dog named that. My second baby boy option was Eli, but it just recently got used my two family members. Leo Anderson or Leo Hudson sound wonderful. Eli Spencer also sounds great to me, but Leo gets the edge. So sweet and strong at the same time.

Eli is a good name, but imo Leo is great! I feel like they are both a nn, though. Eli for Elias and Leo for Leander.
If you choose Leo alone, I'd go with Leo Anderson or Leo River. If you used Leander, my favorite combo would be Leander Cruz (this spelling).
Actually I really like Leander Elias, nn Leo!Top 20Silas/Cyrus~Gideon~Jasper~Mack(Cormac)~Callum
