I'm from the UK and now Australia, and I've only heard it Clar-uh just like in Dr Who. I only heard it pronounced Claire-Uh on the youtube series The Guild.

    CLAR-rah! I'm British.

But I guess in an American accent claire-ah sounds more comfortable.
