Valentine - don't like, but it's OK
Honey - like this one
Lavender - I would also roll eyes on this one, but it's OK
Jasmine - lovely, but last name could be problem?
October - don't like
Violet - it's OK
Sweetbriar - lovely, maybe as a middle
Rosemint - prefer Sweetbriar
Rue don't like
Eve - don't like, prefer Eva

Athena - classic, lovely
Coral - a lil trendy, but feels understated, proly due to the calm underwater vibe i get from her
Sage - more for a boy
Saffron - why cant this work with your last name? ends with n starts with n? the way im rhyming Caddyshack it sounds like you are over listening to the n's - Saffron sounds fine with it
Valentine - a lil trendy, but lovely
Honey - Boo Boo? hip hop dancer? SKIP IT
Lavender - lovely, one of the better flower names
Jasmine - a lil dated, try the variation Jessamine
October - its a month not a baby name, unless you want to try Octavia
Violet - seems to becoming trendy, skip
Sweetbriar - dont do this to a child
Rosemint - sounds made up
Rue - too Hunger Games, its only become popular due to the movie
Eve - just ok
Lorien - doesnt feel too Tolkien just celtic
Azual and Athena arent like Amy and Abby - they have a lil more weight too them so they arent too matchy together
otherwise i like Azual & Lavender are different but somehow work well togetheri do not ignore the Rich Text toolbar provided me. i bold, italicize, enlarge, underline and CAPITALIZE for emphasis, individuality, and to capture attention among the endless Arial Standard Size Font that everyone else uses.
i am not screaming nor will i cosset you. i do this to highlight the most important aspect of my thoughts so they are not lost again in the never ending sea of tiny, black, tempered letters that make up forums everywhere.

Azula Rosemary is pretty. I think her sister needs a first name that's unusual as well. Athena, in addition to being a bit matchy, is also too common next to Azula. Athena was given to 1294 baby girls in 2012, whereas Azula was only used 6 times. You don't have to choose a name that rare, but I would try and stay outside the top 1000. Athena, Jasmine, Violet, and Eve would all be great middle name options. They're familiar like Rosemary without being overly common. Some first name ideas:
Coral -- I just realized this is already on your list. I love Azula and Coral as sisters.

I could get on board with several of your suggestions:
Avalon - I actually just added this to my list!
Calista (I like this if it didn't just make me think of Calista Flockhart)
Arwen (The LOTR fan in me loves this option but I think its too blatant fantasy)
Cassia (Love this name too except I went to high school with a horrible girl named Cassia)
Indira - This is freaking gorgeous! Definitely going on my list now.

I'm really loving Coral and Eve. Violet is an all time favorite, but it's also sliding down the popularity charts big time and your daughters name is so unique that it doesn't quite go. I do feel that Athena & Azula are far too matchy. Both start with "a" and end with same "uh" noise.
I think saffron is pretty neat! I like Sapphira even more, though...and it seems to fit your other daughters name without being overly matchy.
You said you liked Avalon, so I will suggest Avonlea (av-on-lee), which I find a lot more feminine and flowy.
For some reason, I think Iredell would be cute too.
I'm interested to see what name you end up picking!!
