OKAY! I've been watching these threads all day long at work and now I finally have a chance to comment! Mwahahahaha...ahem.
My suggestions are literally all over the map. I have obscure Biblical, ultra-feminine, short and spunky, nature-inspired, clunky steampunk, Fia ideas, and names I've chosen solely for their unusual nicknames. Hopefully you find something you like, and if not, it was still fun compiling!
First, the Fia's:
Sephora variant of Tzipporah, wife of Moses, meaning bird
Fiachra Celtic meaning raven...I think it's used as a boys' name, but Fia is obviously built in!
Fainne Gaelic, prn Fawnya
Fiore/Fiora alternative to Fiona, means flower
Fidelis/Fidelia Latin for faithful. You could always try Faith, but it seems rather tame
Philippa/Phillipa - I actually really love this idea! I know you say no P's but I figure Ph combos are exempt
Frieda/Freda/Freida/Frida - German meaning peaceful ruler
Frederica - also boasts the nickname Fritzi! How cute is that?
Firenze - Italian version of Florence, also a centaur in HP
Florea - made of flowers
Faline/Felina - Bambi's girl, means catlike
Fabiola - not keen on the "bean-grower" meaning unless it's in a "Jack and the--" sort of way, but she was also a saint associated with hospice care
Feodora - Slavic alternative to Theodora
Fabrizia - super spunky! means "works with the hands" which I dig
Fatima - one of the meanings is "captivating"
Farasha - Arabic for "butterfly"
Iphigenia - "of royal birth"...the myth is really sad though
Nephele - cloud nymph
Ophira - since you both love Ophelia! Feminine version of Ophir, meaning "gold", an opulent city visited by Solomon
Freesia - spunky floral name!
Aisling - "dream/vision" - one my favorite meanings!
Francesca - so many funky nicknames! Fancy, Chess, Frankie...or even Fia?
Moriah - Biblical place name
Agatha - Christie, as well as the protagonist in Girl Genius
Rowena - nn Wren?
Avalon or Avonlea - beautiful magical place names
Wisteria - I know this is previously mentioned, but I had to add my favorite nickname: Wish! It also makes a great alternative to Astoria
Thisbe - Cute AND clunky
Ariel - "lion of God", Shakespearean sprite, and of course the mermaid
Thalassa - "of the sea"
Letitia/Leticia - nn Lacey!
Arwen - this one is actually not just an invention for LOTR (in which it means "noble maiden")...it's also a phonetic spelling of Awen which means "muse" or "poetic inspiration"
Eulalia - I figure this doesn't actually break the E rule because of the pronunciation
Minerva - nn Minnie! Gives hubs his cute nn and you a first name with substance
Senara - A Cornish saint whose legend says that she was a mermaid who became human. You might also like her variant, Azenor.
Corisande - a rule-breaker, but love the meaning! "healing heart"
Parthenia - another rule-breaker
Circe - soft C
Soraya - Persian name for the Pleiades. one of my favorites! Also supposedly means "princess."
Orinthia - "to excite, to stir the mind"
Belphoebe - as an alternative to Phoebe, also another Fia candidate
