I love Annie as a nickname, and both the names Anna and Annabel (and Annelise for that matter). Both names would make a lovely choice but with Claire as a sister I would pair it with Anna.

With Claire, I really like Annabel, nn Annie.

Anna is stunning on its own but it is so short already it doesn't really make sense to get the nickname Annie. Annabel will work well or even something like Savannah or Indiana can give you the nickname Annie

I love the suggestion of Anna-Rose Charlotte!! Stunning! I love Anna, but feel it can sometimes need dressing up, and Rose does that beautifully. With Claire I think either name will be fine, and in my opinion either one is a good way to get to the nn Annie.
