Tiberius we'd only use in the middle. I don't really have an issue with strong or unusual names being used in the middle spot. Mila's 3 and I can count on one hand the number of times we've ever mentioned her middle name to people. It just doesn't come up unless a) I'm filling out a form on her behalf or b) we're specifically discussing names.

My husband also has a degree in Classics and loves ancient Roman names. Even though I like both Augustus and Tiberius, they can be a little heavy for a child. I know you said he prefers the originals, but do you think he'd go for August/ Tiber? It's a little less obvious but still meaningful.

I think Tiberius sounds better with Pascoe, but I prefer Augustus. Actually, I prefer August, but you said that's not an option.

I agree with everyone picking August! Sigh.

tct1219 - unfortunately Tiber as a middle doesn't flow well with our surname (Fraser). DH is stuck on Pascoe Tiberius. I know it's a heavy middle, but his enthusiasm is making me slowly warm to the idea.
