As I'm not a native, I have a hard time trying to understand how "VAIR-ah" and "Veer-ah" are actually read, but I think the way we read it here in my country is VAIR-ah - http://pt.forvo.com/word/vera/#pt (the one by Dalivedo). It's so much beautiful than "veer-ah"!
(plus, in Portuguese and in Spanish, spring is primavera - literally, "cousin vera". Everyone wants to have a cousin named Vera so that they can say "Prima Vera is coming". Lovely! )

I can see it going both ways and voted Vair-uh until I realized that I probably say it more like Veer-uh because of Vera Wang. However, my first instinct would definitely be Vair-uh based on the spelling. Veera = Veer-uh imo.
BUT I'm going to guess most people would say it Veer-uh because of Vera Wang.
Here's a video to hear her name: http://www.youtube.com/watch?v=OMLZkenJqWo
