Josephine Clara gets my vote.
I'm an Emmeline (though with the ee pronunciation and an odd spelling.) My mother mentioned something about a suffragette namesake.. I assume Emmeline Pankhurst. I like Josephine because she also has a suffragette namesake in Josephine Butler.
Emmeline Pankhurst's daughters were Christabel Harriette and Estelle Sylvia (known as Sylvia.) Also good possibilities for your sibset.
A few more suffragette names:
Sophonisba (this one's crazy, but had to be mentioned)
Tennessee Celeste (ditto)

Brielle Amethyst - I like this, it takes it in more of a french direction if you didn't want to go with the suffragette names
Genevieve, Adelaide would fit in this sib-set
Josephine Clara - Super cute
Penelope, Felicity, Abigail would fit in this sib-set
Auralie Amaya - I'm not a fan of this name
Darcy Juliette - I think of Darcy as a boys name sorry
