I think that they are too close. I agree with pps on the idea to use full names with nicknames. I much prefer Lottie over Hattie if they were to be used as names themselves.
If Charlotte is too popular for you, what about Carlotta "Lottie"?
The only other name I can think of that can get the nickname "Hattie" is Henriette/Henrietta, but even then, that might be a stretch.~inside this teenberry's mind ~~Please vote on constantly changing middle name possibilities

I think they are okay for sisters because although they end in -ttie they sound different enough. Especially if they are nicknames for Charlotte and Harriet or Henrietta.
I think Hattie and Lottie are both cute. I slightly prefer Lottie. Personally I wouldn't use them as full names - but I really like Charlotte, and not crazy about Harriet or Henrietta.Shannon

Personally I love the name Charlotte & I plan on using it, despite its rank on the baby name charts. I'd use Henrietta instead of Harriet & Hattie can be a nn for that. But I agree the full names are best because they need a name that matures with them--Henrietta, Charlotte and a future girl could be
Tabitha nn Tabbie
Mathilda nn Mattie
Penelope nn Nellie
