I love Chloe and I don't think you need to let the popularity bother you, but I've put Grace which was once-way-too-popular-for-me back at the top of my list.
The name I thought of as friendly and pretty was Katie short for Katherine or just a diminutive of Kate. Brooke and Kate sound like nice sisters.Mom of Paul, Clare, Mark, Katharine, and James. Hoping for future blessings -- Andrew Lawrence and Grace Elizabeth.

Hmm, a your description does not give me many ideas about their personality. So, to be honest, I think of quite bland (mostly popular) names like Hannah, Grace, Sophie, Lucy, Kate, Charlotte.
