Penelope Ember is an AWESOME name! :D
I love both Juliette & Annabelle, but I prefer Annabelle spelt 'Annabel'.
How about Annabel Electra? I think it's amazing, especially with big sis Penelope...
I voted Mae, because it's more 'grown-up' & professional.
If I was to go with Maisie, I would spell the nickname as 'Mai'.

I think they're all pretty useable, although Phyllis is very dated, & Sally is a tad old-fashioned too.
My favourites would be Edith & Esther - I could definitely see them on little girls.
Lily is FAR too popular, so I voted Lydia :)

I personally pronounce Maya/Maia as 'may-ah' and Mia/Miah as 'me-ah'.
To get to your desired 'my-ah', I would spell the name Mya or maybe Miya, although I know a Miya whose name is pronounced...

I think Daphne is too rhymey with Penelope.
I would go with Cecelia, especially as you might share a nickname which would be sweet!
If it's a boy, you could use Cormick or Cormac.
For a girl, you might have to adapt it slighty. Some suggestions:

I like a lot of these names, (e.g. Harrison & Ashton) but again I don't really think I'd name my child one of these names. As I think is the case with a lot of people, boy's names...
(So hard to choose! This'll probably change by tomorrow!)
