I also am not a fan of Tyne particularly with the lovely Blythe.
Spot on. Evelyn is beautiful and classic. Evalyn looks like a "unique" spelling.

I love Lilou, so sweet and french. L names are the greatest.
My second favorite would be Lilias.
Lileas looks like someone misspelled Silas to me.
Lola & Lilo aren't my style.
I like Florence Eleanor D..... I think the initials aren't that big of a deal, what's so bad about FAD or FED?

Have you considered using Eloise in the middle? Lillian Eloise Lushbough breaks up the l's a bit but still honors your mother with Louise being in Eloise.
Cecily Kate, Cecily Jane, and Cecily Pearl are all tied for the lead.
Jack, Ruby and Lily are very sweet together. Personally I prefer to not repeat ending sounds like Ruby and Lily do but if that doesn't bother you then style wise they all match very well.
