I think a filler name is one that holds no meaning. While there are commonly used middle names, they may hold special value to the parents and would, in my opinion, not be considered "filler".
Tobiah would be my pick, though I like Tobias better. Your children have lovely names!
Sebastian. I absolutely love the nickname Seb and think Sebastian George is just perfect!
You could look for names with similar meanings. Martha means "Lady"- not just "female" but more like, "lady or the house" or "mistress". This definition could also be extended to "noblewoman":
