I agree with pp, Penn Riley sounds very masculine. But I love Penn - girl or boy! Penn Mila is gorgeous.

I like Rose as well. Don't give up a name you love! That said, I like Florence as well even though it is gaining popularity.
I think Amy is beautiful. I only know 2 and none of them under 20. I also think it pairs well with a couple of your faves: Amy & Sybil is a gorgeous sibset.

At first glance, I would probably say Leerah when I read Lyra, but it's very pretty with either pronunciation.
