I sort of like it. It makes me think of The Ramones, "Sheena is a Punk Rocker." It has an international feeling to it as well, a name that would travel well.

A few of these have already been mentioned, but my first thoughts were:
"Silver tongue." The ability to convince or compel people to believe/trust what you say or even do what you want. (I think this would be most interesting if the character with the power didn't want...

Milcah is really interesting. I've never seen it before, but I think I like it. Behind the Name says Milka is an alternate spelling. Not sure why one I like best.

I don't think the flow works well. Each name being one syllable makes it feel sort of staccato and abrupt and awkward. Maybe something like Elle Rosalie Black or Elle River Rose Black? The syllables...
