I love Ella, but I don't think Ella Pippa really flows well. I like the suggestion of Ella Rose and Ella Marie. Other ideas:

Strangely enough, in the 1980s before any of these names were popular, I used to love the names Emma, Ellie, Elena (my favorite growing up), Paige, Olivia, Abigail, and Lucy. My friends always said...
Rose -- I like this only as a middle name. Not a fan of Rosamond, sorry.

Another vote for Hallie Blair. I like Gemma Paige instead of Piper. Piper doesn't flow as well as Paige with the first name Gemma. Hallie and Gemma are great for twins!
My sister's name is Karly. I like it better than the other spellings with the exception of Karli. I prefer Carly as a nickname for Scarlett.

Why can't you use Ellie or Quinn? Those two are my favorites on your list. Other ideas:

For me, it's more of a last name (St. James, St. Claire) versus an actual name. I don't like it as a name on its own. I think it's pretentious.
I'm not a fan of the name, personally. Reminds me of a place instead of a name.
