Lila or Lilah. I feel like you lose the softness with the "y" in this name for some reason.
Leila is "lay-la" to me.
I agree that you're going to have issues with pronunciation with Rowena as most will assume it's Ro-ee-na. I like the nn options better for Rowena, however.
Sabrina Jeanne may remove the country feel. I'm a Jeanne (pronounced jean, not the french pronunciation) and I don't think anyone thinks my name is country. Could I fit in at bingo night alongside...

Susannah and Annabelle may share the "Anna" name in them, but they don't compete to me -- especially if Susannah ended up with one of my favorite nicknames (Zuzu or Sosie). Susannah Pearl is lovely.

Davian reminds me of the granddaughter's name on The Notebook, which was Davanee. I agree that David doesn't seem to be too popular for little kids right now.
I intend to use LuLu as a nn for Eloise if we end up going with that fn. Altalune and Lilou already mentioned are lovely, too.

I agree it works better for Rosemary or Rosemarie. Romy is also a great nickname and works for your preferred "Rose" names.
Do you have a middle name picked out? Perhaps something that begans...
Oliver or Callen (nn Cal). I know four Declan's born since March of this year in two circles of friends. I've never been a fan of Liam. William is better as is.
