I would find such a sibling set far too cutesy and twee.
I love both but Sarah is my favorite of the two.

I don't know how much the popularity thing is an issue for you, but while a lovely name, I think you need to be aware that while not in the Top 100 right now, Eliana is very much an "on trend" name....
Angel strikes me as a name that would be incredibly hard to grow into.
What if little Angel is anything but?!
I much prefer a longer form, like Angelica or Angelina, where Angel can be used as...
I love both names, but Eliza is a personal favorite, as my (identical) twin is called Elizabeth. If I ever used Eliza, it would be in her honor, hence why it's a favorite.
So yeah, Eliza for me.
