Lulia-It's a girls name I think means Youthful and is a diminutive of Julia. It could be a spelling mistake of Iulia.
Lula Belle sounds awesome! I do, however, think you should go with say, Lulia Belle. I can see Lula Belle as a kid/teenager/young adult, and Lulia as a grandmother.

I think you should go for Alexandra nn Alex, or just plain Alex.
I have a minor-ish major character ( if that makes any sense) whose nn is Bell/Belle. She doesn't really have a personality, but she's very fussy.
As long as there aren't any similar names between your book and Under The Never Sky, I think it's fine.
