I voted for Penelope Ruby, but I prefer Penelope Celeste.
Ruby Greene doesn't work for me.
Another form you might like is Marita, which is a Scandinavian form of Margaret.

I find Phoebe a rather ugly name, if I'm honest, and I dislike the sound of it.
I have Tess in the 'favorite names' in my signature, despite not usually liking short forms as given names, but at the same time I wouldn't use a "formal" name I didn't like just to use a nickname....
