I love Claire! It's almost perfect. And I think Claire Krall is fine.
I love Mary and Eleanor for sisters. It also doesn't hurt that Mary is one of my favorite names!
I've never met a Zoya, but I think it is a lovely name. Every name sounds "ethnic" somewhere, so I don't think that should keep you from a name you truly love.

I much prefer Annette. Since Dawn could also be heard as Don, Parker Dawn is entirely too masculine for me.
LOTS of names sound great with Lavinia. Perhaps there is a family member, friend, or someone you both admire whose name you would like to use.

I doubt it would be an issue at all. Phoebe Vivienne is beautiful.
I prefer it as a nickname for Marian or Marianne, but it is very sweet.
They're both very sweet. I pronounce it Raw-mi-lee. But I have a soft spot for Rose names, so Rosalie would be my pick.
I prefer Cassie of the three. It has a spunky but sweet quality that I like.
