Have you considered Elizabeth? It is a beautiful classic like Theodore and Frances and it has great nicknames. I keep thinking Betty or Betsy would be perfect with your subset.
I would count out Evelyn for popularity and also Edith if you are planning to use Edie. I know 3 Edens born last year and all of them are called Edie.
I like Mabel or Josephine with your other kids...

My baby girl is named Frances. We call her Fran or Frannie and trust me when I say that we get plenty of blank faces and "oh's!". People don't "get" her name. But that's OK!

Frances Maybelle was born yesterday afternoon.
Her first name is for her paternal grandfather and great grandfather. Her middle name is one I found on Nameberry and it is a perfect fit that ticked...
How about Margo Frances? Or Willa Frances?

SaraAllison, thanks for weighing in! Frances is a family name for us, too. My FIL's name and his father and HIS father! It's a great name and it goes so well with your DD's first name.
Sharona would work.
I like Belle best of the options you listed. I think because Norah and Green both have two syllables a one syllable middle has good flow. I think a longer name would also sound good.

Thank you all for weighing in. Sounds like we can't go wrong with Frances Belle or Frances Bea. Any opinions at all on Maybelle? I kinda like it in a GP kinda way but my husband thinks it sounds "too...

Oh, I should have been more clear- I want to honor my brother, Beaumont, but I am not thinking of using that name. Especially with unisex Frances I would like a more feminine middle name.

My son is named Clyde. His nickname is Mr Muffins. :) We figured if he really wanted to shorten his name he could go by Cy.
People seems to have strong reactions to his name. Some people LOVE it...
Not a -pen name but my current favorite way to get to Penny is Millicent. My husband thinks the Cent=Penny is a little ham fisted but I think it's cute.
