I think it's a good way to honor both fathers. I would go for the name if you love it.
The first name I thought of when I saw Sol, nn Solly was Sally, a nickname for the Hebrew name Sarah. I could Sally as a nickname or on it's own.

I think it sounds feminine because of the Gem, Gemma associations mentioned. If I just heard the name I would maybe think it started with a G.
Personally, I don't care for two middle names. I like the name Reese more than Jasmine, but paired with Waverly I'd go with Jasmine or Jessamine. What about just Jessa? Waverly Jessa is pretty.
