Sorry, but I think the video game connotation would be almost impossible to escape with this one. What about Harlow, which has a similar sound without the kitschy/gamer associations?
I don't think there is anything wrong with naming a child after a character or person whose characteristics you admire! Admittedly, you'll likely have to deal with the Boy Meets World associations...

I like Tarquin a lot, actually! Have you ever read Elizabeth Enright's Gone Away Lake books? There is a totally interesting, non-evil Tarquin who is a minor character in them. Distinctive choice!
