I think Everly sounds and flows much better. I have a hard time with Liv Waverly I think the names are to distinct from one another or that beginning of Waverly is too hard.

Rory - We like this but we like a lot of other R names that we like more (Rupert, Rufus, Rosalie, Rose)
Leo - Love this but we already have Lilla and don't want to repeat intials
I love Hugh Stewart, Ned Thomas and Alec George or Hugh Stewart, Ned Thomas and Elise and Catherine or Christine would be lovely middles
I love both names, my only note would be that I wouldn't name a child born in August, August that has always felt a bit tacky to me.
