Before I even read your whole post I thought Leo went perfectly with Maxwell, I didn't even think about it needing a longer form. IMO Leo is strong enoug as a stand alone name.
I say go for the...
I second the suggestion of Cassian Louis but Cassian Arthur also came to mind.

Rest in peace Blaire and Cassius.
I'm late to this thread but thought I'd comment...
We just named our daughter Alba Florence and had lovely comments. Her sister is Phoebe (perhaps another for your list) and I think the pair sound...
I really like Sailor and Violet from your signature. And like pp said I find Eden Harper a bit unisex and also a bit too trendy.
What about Willa?
I think Sailor with a more classic middle...
I don't think Freyja Valkyrie is too weird, and if its the name you love then you should go with it.

Thanks so much everyone.
The current main contender is Theodora again - it was my husband's first pick when she was born that I had dismissed as not wearable as a first name. But it is growing on...

Loving all these suggestions. I would use Sophie in a heartbeat but it's my niece's name (she's 14) and I've known her with it for so many years now it just wouldn't work.
My husband says he wants...

Really love the suggestions for Theodora.
