If you like Ryan, use it. If you're not in contact with this estranged sibling, then it doesn't matter. I had a couple of childhood friends who were siblings named Ryan and Dylan. Good names.
The only spelling that is true to the English language and rules of phonetics. Chase. Using the standard spelling of any name eliminates confusion and is infinitely classier.

It's one of my favorite names as a full name, and I also like all three nicknames. Vince, Vin, and Vinny. But for me, it's not usable because of a bad family association.
