I hate to say it, but I do think it’s too close.
Have you considered Elowen? It’s got a strong O sound and a strong Elle sound, but still manages to be very different from your friend’s names....
By the way, I think Lila Spencer is great.

I'm another vote for Sutton Olivia. Penelope is a bit too heavy for Sutton.
I'd use it. Personal meaning and honouring family trumps all in my books. Plus you could use Lou or lulu as a nickname. So cute!
