I agree with Weaverblue that people tend to be more conservative with boys' names, and also more conservative with the first child's name, so if Evan is the eldest it is even more believable.
I think it depends what kind of person he is and what the setting is for the story.
Carlisle Atlas is an unusual name and would stand out if you are writing a story set in, say, modern-day United...

I'd say Ray-gan as in Ronald Reagan.
If you like Ree-gan though, maybe go for Regan which is a Shakespearean name from King Lear (although in the play she's not a very nice person...)
Personally, I wouldn't want to share any of my names with a sibling, so I don't think it's a good idea. Also the other siblings could feel left out that the new baby shared their name with Violet and...
